The proposed surrender involves disconnecting turbines and generating equipment from the grid, securing the powerhouse with a locked barricade, and keeping the lake level as low as possible via the low-level drain valve. The EA concludes the proposed surrender would not constitute a major federal action significantly affecting the quality of the human environment.12
