The Lewis Ridge Pumped Storage Project is a proposed 308-megawatt pumped storage hydroelectric facility in Bell County, Kentucky, near the towns of Blackmont, Tejay, Balkan, and Callaway. The applicant, Lewis Ridge Pumped Storage, LLC, filed for an original major license with FERC on June 13, 2025. The project would construct upper and lower reservoirs on land previously used for coal mining, draw water from the Cumberland River and Tom Fork River, and connect to the grid via a 2.5-mile, 161-kilovolt transmission line. FERC staff issued this Notice of Intent to prepare a draft and final EIS, with the draft EIS planned for November 2026 and the final EIS notice of availability scheduled for July 16, 2027. No agencies requested cooperating agency status.12
