Notice of Availability of the Record of Decision for Libra Solar in Lyon and Mineral Counties, NV

The Bureau of Land Management issued a Record of Decision on September 10, 2024, approving a right-of-way grant for the Libra Solar Project in Lyon and Mineral Counties, Nevada. The project covers 5,141 acres of BLM-managed public lands and includes a 700 MW solar photovoltaic facility, a 700 MW battery energy storage system, and a 24.1-mile 345 kV or 525 kV gen-tie line connecting to the Fort Churchill substation near Yerington. The project site is approximately 55 miles southeast of Reno. The ROD constitutes the final decision of the Department of the Interior and is not subject to administrative appeal.

Notice of Availability of the Final Environmental Impact Statement for the Libra Solar Project, Lyon and Mineral Counties, Nevada

The Bureau of Land Management has released the Final EIS for the Libra Solar Project in Lyon and Mineral Counties, Nevada. The proposed project is a 700 MW AC solar photovoltaic facility with battery storage on approximately 5,141 acres of BLM-administered public lands, plus a 24.1-mile generation tie-line to the Fort Churchill Substation. The Final EIS analyzes three action alternatives plus No Action. BLM's preferred alternative combines Action Alternatives 1 and 2, requiring specific construction methods to protect vegetation and hydrology while providing supplemental access to reduce traffic on East Walker Road. A Record of Decision is expected in the third quarter of 2024.
