FERC has issued a Notice of Intent to prepare an Environmental Assessment for the relicense of the 1-megawatt Lowell Tannery Hydroelectric Project No. 4202, located on the Passadumkeag River in Penobscot County, Maine. The applicant, KEI Power Management, LLC, filed the relicense application on September 28, 2021. Staff determined that licensing would not constitute a major federal action significantly affecting the human environment, so an EA rather than an EIS will be prepared. The EA is targeted for issuance on August 29, 2025, with a 30-day public comment period to follow.123
