EPA Region 1 is proposing to reissue three NPDES general permits governing stormwater discharges from small Municipal Separate Storm Sewer Systems (MS4s) across Massachusetts, grouped as the Draft MA MS4 General Permit. The permits cover traditional cities and towns (MAR041000), non-traditional state and federal systems (MAR042000), and non-traditional transportation systems (MAR043000). When finalized, the Draft GP will replace the 2016 MA MS4 General Permit. It requires small MS4s to implement comprehensive stormwater management programs using best management practices to reduce pollutant discharges to the Maximum Extent Practicable, with additional controls for discharges to impaired waterbodies. The public comment period closes February 20, 2025, with a virtual hearing on January 28, 2025.12
