FERC is preparing an Environmental Assessment for a temporary variance application filed by Great Lakes Hydro America, LLC, licensee for the Mattaceunk Hydroelectric Project (No. 2520) on the Penobscot River in Aroostook and Penobscot counties, Maine. The variance would temporarily reduce minimum flows to the bypass reach and draw the impoundment down approximately 22 feet below full pond elevation from early August to late September 2025 to allow maintenance and repair of upstream fishway structures, the sluice gate, and removal of woody debris. NMFS issued a biological opinion concluding the action may adversely affect but is not likely to jeopardize the endangered Gulf of Maine Atlantic salmon population. FERC staff plans to issue the EA by September 10, 2025.12
