The Federal Aviation Administration (FAA) released a Draft Programmatic Environmental Assessment (PEA) with a proposed Finding of No Significant Impact (FONSI) for implementation of the Modernization of Special Airworthiness Certification (MOSAIC) rule. The rule would amend regulations for light-sport aircraft manufacture, certification, operation, maintenance, and alteration, and expand sport pilot privileges to include helicopters, night operations, and high-performance airplanes. The FAA preliminarily determined that no significant impacts to the human environment will result, so no EIS has been initiated. Comments on the Draft PEA are due by June 26, 2025.12
