The U.S. Fish and Wildlife Service (FWS) has received an incidental take permit (ITP) application from Ken Carlson to authorize take of the federally threatened Morro shoulderband snail (Helminthoglypta walkeriana) incidental to construction of a single-family residence, driveway, and septic system on 0.41 acres at 2045 Pine Avenue, San Luis Obispo County, California. The applicant submitted a habitat conservation plan (HCP) with avoidance, minimization, and mitigation measures. FWS preliminarily determined the action qualifies as 'low effect' and may be categorically excluded from further NEPA review. Public comments are due by June 27, 2024.
