The U.S. Fish and Wildlife Service announces receipt of an application from Mosaic Fertilizer, LLC for a 10-year incidental take permit (ITP) under the Endangered Species Act to allow construction and operation of a phosphate mine on a 4,386.1-acre parcel in Hardee County, Florida. The mine would affect approximately 42.7 acres of the 70-acre primary breeding zone of a federally threatened Audubon's crested caracara. The Service has preliminarily determined the project qualifies as low-effect and may be eligible for a categorical exclusion under NEPA. Comments are due by October 7, 2024.1
