The Bureau of Land Management and the Office of Surface Mining Reclamation and Enforcement have released a draft Environmental Assessment (EA) analyzing Navajo Transitional Energy Company's federal coal lease modification (MTM 110693) and lease-by-application and mining plan (MTM 105485-01) for the Spring Creek Mine in Big Horn County, Montana. The approximately 1,412-acre tracts contain roughly 177 million tons of minable coal and could be mined through 2034. Three alternatives are analyzed. A public hearing was held August 15, 2025, in Sheridan, Wyoming, to receive public comment on Fair Market Value and Maximum Economic Recovery determinations.12
