The Office of Surface Mining Reclamation and Enforcement (OSMRE) issued this Notice of Intent to prepare an EIS for Navajo Transitional Energy Company's (NTEC) proposed SMCRA permit for the No Name Permit area within the existing Navajo Mine Lease on the Navajo Nation, approximately 22 miles from Farmington, New Mexico. The permit boundary would cover 11,526 acres, authorize surface disturbance on 9,042 acres, and enable recovery of roughly 503 million tons of coal, extending mine life to 2136. The EIS will analyze three alternatives (Proposed Action at 5 million tons per year, High Demand at 15 million tons per year, and No Action) and evaluate impacts to surface water, groundwater, air, cultural resources, wildlife, and noise. OSMRE plans to issue a Record of Decision in 2026.12
