The Federal Transit Administration (FTA) published a Notice of Availability of proposed revisions to its Capital Investment Grants (CIG) program policy guidance, open for public comment through September 2, 2025. The proposed changes replace the VMT-based environmental benefits methodology used since 2013 with a simpler NAAQS-attainment-status rating (High for nonattainment or maintenance areas, Medium for attainment areas), remove the requirement to analyze urgent care center access due to unavailable data, and eliminate references to rescinded executive orders and DEI-related documents. This is a programmatic policy notice, not a site-specific NEPA action; no project-level environmental impacts are analyzed.12
