This is the Record of Decision for the New Caledonia Gas Plant EIS. Tennessee Valley Authority (TVA) selects Alternative B, constructing and operating an approximately 500 MW dual-fuel simple cycle combustion turbine facility on a 145-acre previously disturbed site in Lowndes County, Mississippi, about 10 miles northeast of Columbus. TVA evaluated two alternatives (No Action and Alternative B). Significant impacts include a long-term increase in system-wide GHG emissions; construction impacts to air quality, soils, and vegetation are minor and temporary. TVA commits to winter-only tree clearing to protect federally listed bats and to avoiding an NRHP-eligible archaeological site through project design.1234
