EPA Region 6 proposes a new NPDES statewide general permit (NMR04I000/OKR04I000) for storm water discharges from Tribal municipal separate storm sewer systems (MS4s) in urbanized areas of New Mexico and Oklahoma. The permit replaces two expired general permits and covers both Phase I and Phase II regulated MS4s in a single document. It requires operators to implement best management practices addressing six minimum control measures and to reduce pollutants to the maximum extent practicable. Written comments are due by May 4, 2026, and a virtual public hearing will be announced at least 30 days in advance.12
