EPA Region 6 proposes a new NPDES statewide general permit (NMR04B000) for stormwater discharges from municipal separate storm sewer systems (MS4s) in urbanized areas of New Mexico. The permit replaces two expired general permits (NMR04A000 and NMR040000) and consolidates Phase I and Phase II MS4 coverage into a single instrument. Permittees must implement best management practices addressing the six minimum control measures under 40 CFR 122.34(b) to reduce pollutants to the maximum extent practicable.
