The Federal Highway Administration, on behalf of the Virginia Department of Transportation, issued this Notice of Intent to prepare an EIS for the Nimmo Parkway Phase VII-B Project in the City of Virginia Beach, Virginia. The project addresses unreliable access to the Sandbridge community, which has only one road in and out, Sandbridge Road, prone to flooding and obstructions. Three alternatives will be evaluated: No Build, a new 1.8-mile Nimmo Parkway extension with an 800-foot bridge over Ashville Bridge Creek, and improvements to existing Sandbridge Road. Sensitive resources include wetlands, Back Bay National Wildlife Refuge (Section 4(f)), and two bat species listed under the Endangered Species Act. The Draft EIS is expected in September 2025 and a combined FEIS/ROD in May 2027. Comments on this NOI are due June 23, 2025.12
