This is a NEPA Finding of No Significant Impact (FONSI) notice from the National Marine Fisheries Service (NMFS) covering 12 hatchery and genetic management plans (HGMPs) submitted by the Lummi Nation and Washington Department of Fish and Wildlife, in collaboration with the Nooksack Indian Tribe, for hatchery programs rearing and releasing Chinook, coho, and chum salmon in the Nooksack River basin and Strait of Georgia, Washington. NMFS determined that implementing the HGMPs will not appreciably reduce the likelihood of survival and recovery of Puget Sound Chinook salmon or Puget Sound steelhead, nor modify or destroy their critical habitat. The programs are designed to support tribal treaty rights under U.S. v. Washington (1974) and augment harvest opportunities.12
