The Federal Highway Administration (FHWA), in cooperation with the Tennessee Department of Transportation (TDOT), is rescinding its February 2009 Notice of Intent to prepare an Environmental Impact Statement for the North Second Street Improvements project in Shelby County, Tennessee. The project would have improved North Second and Third Streets as a one-way pair from I-40 to Chelsea Avenue and constructed a four-lane roadway north to U.S. 51 and Whitney Avenue near Memphis. TDOT determined continued EIS preparation is no longer feasible due to the financial costs of remaining project phases; the EIS effort is terminated.
