The Bureau of Reclamation issued a Notice of Intent to prepare a joint Draft EIS (under NEPA) and Draft EIR (under CEQA, led by San Luis & Delta-Mendota Water Authority) for North-to-South Water Transfers in California. The action covers annual, one-year voluntary water transfers from willing sellers upstream of the Sacramento-San Joaquin Delta to willing buyers south of the Delta and in the San Francisco Bay Area. Three preliminary action alternatives plus a No Action alternative are under consideration. Key impacts include surface water supply changes, groundwater drawdown and subsidence, fisheries alteration, and agricultural land conversion. The scoping comment period closes October 3, 2025.12
