FHWA, as federal lead agency, and NYSDOT, as joint lead agency and project sponsor, issued this NOI to prepare an EIS for the NYS Route 17 Mobility and Access Improvements Project in Orange and Sullivan Counties, New York. The project corridor runs on NYS Route 17 between Exit 113 at U.S. Route 209 in Sullivan County and I-87 in Orange County. Four alternatives are under consideration: No Build, targeted operational improvements at three interchange clusters (Concept 1), a peak-period shoulder lane with third lanes at corridor ends (Concept 2), and a continuous third general-use travel lane (Concept 3). Anticipated impacts include effects on environmental justice communities, wetlands, threatened species, and historic properties. Comments are due May 30, 2024.
