NRCS, in coordination with the U.S. Bureau of Reclamation and Washington State Department of Ecology, published a Notice of Intent on January 22, 2025, to prepare a Supplemental EIS for the Odessa Subarea Special Study Project, specifically for the East Low Canal (EL) 11.8 distribution system in Grant County, Washington. The SEIS is needed because the proposed 10.5-mile buried pipeline irrigation system crosses lands not analyzed in the 2012 FEIS and requires blasting for the first 5.5 miles, which was not previously evaluated. The SEIS will analyze two alternatives (No Action and the EL 11.8 action alternative) serving approximately 7,638 acres currently dependent on declining groundwater. Federal construction costs are estimated to exceed $25 million.12
