The U.S. Fish and Wildlife Service announces availability of draft amendments to two existing Habitat Conservation Plans (HCPs) covering oil and gas and renewable energy activities affecting the lesser prairie-chicken across Colorado, Kansas, New Mexico, Oklahoma, and Texas. Applicant LPC Conservation LLC seeks amended incidental take permits to expand the HCP plan areas northward to align with the 2022 revised estimated occupied range boundary established by the Lesser Prairie-Chicken Interstate Working Group. The amendments update text, figures, and certificate of inclusion applications but do not change HCP duration, covered activities, or original incidental take estimates. Two alternatives are analyzed: the proposed action and no action. Comments are due February 13, 2025.1
