The Department of the Air Force issued a Notice of Intent to prepare an EIS for optimization of the Powder River Training Complex (PRTC), a military airspace complex used by aircrews from Ellsworth AFB and Minot AFB. The EIS will analyze two action alternatives and a No Action Alternative. Both action alternatives would raise airspace ceilings from 26,000 to 60,000 feet and increase Large Force Exercise days from 10 to 30 per year, with total sorties rising by 50 percent to 4,974 under either alternative. The FAA is a cooperating agency. Public scoping runs through September 9, 2025, with in-person meetings across Montana, North Dakota, South Dakota, and Wyoming.12
