The U.S. Fish and Wildlife Service has received an application from Lana'i Resorts, LLC (dba Pulama Lana'i) for an Enhancement of Survival Permit under ESA section 10(a)(1)(A). The permit would authorize incidental take of four federally endangered species -- the orangeblack Hawaiian damselfly, Hawaiian stilt, Hawaiian coot, and assimulans yellow-faced bee -- arising from conservation measures to create and maintain a 3-acre wetland habitat on degraded land on Lana'i, Hawaii, and reintroduce the orangeblack Hawaiian damselfly there. The Service has prepared a draft environmental action statement with a preliminary finding that the permit decision qualifies for categorical exclusion under NEPA. Comments are due November 29, 2024.1
