The U.S. Fish and Wildlife Service published a Notice of Availability for a draft Habitat Conservation Plan and draft Environmental Assessment prepared in connection with an incidental take permit application from Overnight Solar, LLC. The project is a solar energy facility proposed north of Hinkley in San Bernardino County, California. The permit would authorize incidental take of the federally threatened desert tortoise during construction, operation, maintenance, and decommissioning. The draft EA considers the proposed action and a no-action alternative. Mitigation includes biologist-supervised tortoise translocation and habitat preservation funding. Comments are due by February 20, 2025.12
