The Department of the Navy and NASA jointly issued this NOI to prepare an EIS evaluating continued long-term use of 8,348 acres of Hawaii State lands on Kauai for Pacific Missile Range Facility military training, testing, and operations, and 23 acres for the Kokee Park Geophysical Observatory. The existing real estate agreements expire between 2027 and 2030. Three alternatives are under consideration: succeeding current leases, partial fee simple acquisition, and No Action. The EIS is a joint NEPA and Hawaii Environmental Policy Act document. The 40-day scoping period runs through June 17, 2024, with three public meetings on Kauai.
