DOE's Office of Clean Energy Demonstrations has issued a Notice of Intent to prepare an EIS (DOE/EIS-0571) for the Pacific Northwest Hydrogen Hub (PNWH2), a federally funded clean hydrogen demonstration program spanning Washington, Oregon, and Montana. The proposed action is DOE financial assistance to the Pacific Northwest Hydrogen Association to design, build, and operate approximately 10 projects capable of producing 300 to 400 metric tons per day of clean hydrogen via electrolysis, with connective infrastructure including pipelines, liquefiers, and refueling stations. The EIS will evaluate four alternatives, including no action, and analyze non-site-specific impacts across land use, air quality, greenhouse gases, water, and environmental justice. The scoping period closes March 3, 2025; a draft EIS is expected August 2025 and a final EIS in April 2026.1
