FERC's Office of Energy Projects issued a final Environmental Assessment (EA) for Pacific Gas and Electric Company's application for a new license to continue operating the Phoenix Hydroelectric Project on the South Fork Stanislaus River in Tuolumne County, California. The project occupies 26.99 acres of U.S. Forest Service land and 0.59 acre of Bureau of Land Management land. Staff concluded that licensing the project, with appropriate environmental protective measures, would not constitute a major federal action significantly affecting the quality of the human environment, satisfying NEPA without requiring a full EIS.
