FHWA, on behalf of TxDOT, has issued a Notice of Intent to prepare an EIS for the Regional Parkway-North Padre Island project in Nueces and Kleberg counties, Texas. The project would construct a new crossing of the Laguna Madre or improve the existing SH 358/PR 22 corridor connecting the Corpus Christi mainland to North Padre Island. Six alternatives are under evaluation: five build options (Green, Purple, Orange, Blue, and Pink, ranging from roughly 13 to 16 miles) plus a no-build alternative. Key concerns include displacements of low-income and minority residents, threatened and endangered species habitat, wetlands, and coastal resources. A public scoping meeting is scheduled for October 3, 2024, with comments due by October 18, 2024. TxDOT targets a Draft EIS in March 2026 and a combined Final EIS/ROD by September 2026.12
