The Department of the Army announces availability of the Final Legislative Environmental Impact Statement (LEIS) for the proposed withdrawal and reservation for military purposes of approximately 22,000 acres of BLM-managed public land adjacent to Yuma Proving Ground (YPG) in La Paz and Yuma Counties, Arizona. The Army seeks the land as a safety buffer to test advanced air delivery and parachute systems at higher altitudes and greater offset distances. Because the withdrawal exceeds 5,000 acres, only Congress can authorize it under the Engle Act; no Record of Decision will be issued. Three alternatives are analyzed: indefinite-duration withdrawal, 25-year limited withdrawal, and No Action. Effects on all evaluated resources are assessed as less than significant.12
