The USDA Forest Service issued this Notice of Intent on August 29, 2025 to prepare an EIS for a proposed rule that would rescind the 2001 Roadless Area Conservation Rule across approximately 44.7 million acres of National Forest System lands, including the Tongass National Forest in Alaska. The rescission, driven by multiple Executive Orders promoting domestic timber and energy production and deregulation, would return road construction, road reconstruction, and timber harvesting decisions to local land managers operating under individual forest plans. The EIS will analyze two alternatives: the proposed rescission and a no-action alternative retaining the 2001 rule. State-specific rules for Idaho and Colorado are excluded. Comments are due September 19, 2025; a draft EIS is expected March 2026.1
