FERC has accepted an original major license application from Ohio Power and Light, LLC (Project No. 15094-002) to construct and operate the Robert C. Byrd Locks and Dam Hydroelectric Project in Mason County, West Virginia. The project would install six horizontal pit Kaplan turbine-generator units with 28.5 MW total installed capacity within two decommissioned lock chambers at the U.S. Army Corps of Engineers' RC Byrd Locks and Dam on the Ohio River, with projected annual generation of about 165,169 MWh. FERC will prepare a single Environmental Assessment; initial comments are due March 16, 2026, and the EA is scheduled for issuance September 29, 2026.12
