The U.S. Space Force (via the Department of the Air Force) issued a Notice of Intent to prepare an Environmental Assessment for the Rocket Cargo Vanguard program's test and demonstration activities at Johnston Atoll. The proposed action involves constructing two landing pads and conducting up to 10 reentry vehicle landings per year for four years to evaluate using large commercial rockets for DoD global logistics. Johnston Atoll was selected from four candidate sites as the only location meeting all operational requirements. The EA will analyze impacts to essential fish habitat, migratory birds, and other protected species. A Draft EA and Draft FONSI are expected in early April 2025 for a 30-day public comment period.12
