OSMRE has published a Notice of Availability for a Draft Supplemental Environmental Impact Statement (Draft SEIS) for the Federal Mining Plan Modification for Federal Coal Lease MTM 082186 at the Rosebud Mine Area F in Treasure and Rosebud Counties, Montana. The proposed action, requested by Westmoreland Rosebud Mining LLC, would allow continued surface coal mining resulting in 4,288 acres of disturbance and extraction of approximately 71.3 million tons of coal. The Draft SEIS was prepared to address deficiencies found by the U.S. District Court for the District of Montana in the 2018 EIS, specifically the failure to analyze a reasonable range of alternatives, greenhouse gas economic costs, and cumulative surface water impacts. The Bureau of Land Management is a cooperating agency. The 45-day public comment period closes January 21, 2025.12
