FERC staff prepared an environmental assessment (EA) for the Rover-Bulger Delivery Meter Station Project, proposed by Rover Pipeline LLC (Docket No. CP24-88-000). Rover requests authorization to construct, own, and operate a new pipeline delivery point interconnection entirely within its existing Bulger Compressor Station at milepost 0.0 of the Burgettstown Lateral in Washington County, Pennsylvania. The proposed facilities include a 16-inch hot tap, tap valve, two ultrasonic meter skids, two flow control valves, a gas quality/measurement building, satellite communications, and associated interconnect piping. FERC staff concludes the project would not constitute a major federal action significantly affecting the quality of the human environment. Comments are due by August 14, 2024.12
