FEMA has prepared a Supplemental Programmatic Environmental Assessment (SPEA) to update the 2011 Final Programmatic Environmental Assessment for nationwide safe room construction. The proposed action covers construction, retrofit, or renovation of safe rooms eligible for FEMA grant funding across the United States. FEMA has made a preliminary determination that the original FONSI remains valid and that no significant environmental impacts are anticipated, making an EIS unnecessary. Public comments on the draft SPEA are due by January 21, 2025.1
