The U.S. Fish and Wildlife Service announces receipt of an application from RWLC Development Sub, LLC for a 5-year incidental take permit (ITP) under the Endangered Species Act to cover take of the federally threatened sand skink and bluetail mole skink incidental to construction and operation of a commercial development on 12.64 acres in Polk County, Florida. The project would convert approximately 1.68 acres of occupied skink habitat. The Service has preliminarily determined the action qualifies as low-effect and may be eligible for a categorical exclusion under NEPA. Mitigation requires purchase of 3.36 acres of conservation bank credits before any construction begins. Comments are due January 16, 2025.1
