The U.S. Fish and Wildlife Service proposes to issue a one-year Incidental Harassment Authorization (IHA) under the Marine Mammal Protection Act to the Bureau of Land Management, authorizing nonlethal Level B harassment of up to 12 Southern Beaufort Sea polar bears during oil well plugging and reclamation, soil sampling, snow trail and airstrip construction, and summer cleanup at two legacy well sites (Fish Creek No. 1 and Cape Halkett No. 1) in the North Slope Borough of Alaska between Wainwright and Oliktok. No Level A harassment or lethal take is requested or proposed. The draft environmental assessment concludes the action will not significantly affect the human environment. Comments are due February 12, 2025.1
