The U.S. Army Corps of Engineers, Vicksburg District, has issued a Notice of Intent to prepare an EIS for the Southwest Arkansas Red River Navigation Channel Extension. The project would extend shallow-draft navigation up to 135 miles on the Red River upstream from Shreveport, Louisiana into Southwest Arkansas, requiring a series of locks and dams. Four alternatives are under consideration: No Action and three action alternatives reaching Garland, Fulton, or Index, Arkansas. Key anticipated impacts include wetland and forested land loss, Least Tern sandbar habitat inundation, and effects on threatened and endangered species. Scoping comments are due July 7, 2025; the Draft EIS is scheduled for May 2026.12
