The Department of the Air Force signed a Record of Decision on November 20, 2025, authorizing SpaceX to redevelop Space Launch Complex 37 at Cape Canaveral Space Force Station, Florida, for Starship-Super Heavy launch and landing operations. SpaceX is authorized to construct necessary infrastructure, conduct prelaunch operations including static fire tests, and conduct up to 76 launches and 152 landings annually. The 76-launch authorization is contingent on completion of a supplemental FAA airspace analysis; the DAF will finalize a revised ROD before any launches or landings occur. The decision is grounded in the Final EIS published November 26, 2025.12
