APHIS has issued a FONSI for the Spotted Lanternfly Cooperative Control Program covering the conterminous United States. The programmatic environmental assessment, published for comment on November 9, 2023, analyzed methods to slow the spread of Lycorma delicatula, an invasive Asian pest causing crop loss and agricultural export problems. APHIS selected an adaptive pest management alternative combining quarantine, chemical treatments, and pest survey, determining that this approach will not significantly affect the human environment. An EIS is not required. Two public comments were received and addressed in the FONSI.
