This is a Record of Decision (ROD) in which the Tennessee Valley Authority (TVA) selects the Proposed Action Alternative from its Final EIS for the Spring Valley II Solar Project: executing a power purchase agreement with Spring Valley Solar, LLC, a subsidiary of Urban Grid, to purchase power from an approximately 200-MW AC solar photovoltaic facility on roughly 740 acres of a 2,426-acre site in Colbert County, Alabama, near Tuscumbia and Muscle Shoals. TVA analyzed two alternatives (Proposed Action and No Action). Overall impacts are rated minor to moderate, with the most notable concerns being prime farmland conversion, visual resources, and effects on historic properties including the Belle Mont Mansion, all addressed through negotiated mitigation measures with the Alabama Historical Commission and federally recognized tribes.12
