The project sits on the Mississippi River in Stearns, Benton, and Sherburne Counties. FERC staff concluded that relicensing would not constitute a major federal action significantly affecting the human environment, so an EA rather than an EIS will be prepared. The EA is targeted for issuance June 7, 2026, followed by a 30-day public comment period.
