The plans support Holtec International's Palisades Nuclear Generating Station in Van Buren County, Michigan, and cover Allegan, Berrien, and Van Buren counties within the plume exposure pathway emergency planning zones. FEMA Region 5 received the application on May 30, 2025, conducted a joint exercise on July 29, 2025, held a public meeting on August 5, 2025, and approved the plans on September 25, 2025. This is a procedural approval notice, not a NEPA impact analysis document.12
