The Tennessee Valley Authority (TVA) issued this Record of Decision on March 18, 2025, selecting Alternative B from the Sugar Camp Energy, LLC Mine No. 1 Significant Boundary Revision 8 Final EIS. TVA approves expansion of underground longwall coal mining by approximately 22,414 acres in Franklin and Hamilton counties, Illinois, to comply with existing lease agreements, while deferring a separate decision on divesting the full 64,689-acre TVA Mineral Rights Area. Four alternatives were analyzed. Impacts include planned subsidence over roughly 16,129 acres, moderate effects on surface waters, wetlands, and cultural resources, and minor effects on groundwater and air quality. Mitigation is governed by Illinois IDNR permit conditions; the U.S. EPA served as cooperating agency.12
