FERC is preparing an Environmental Assessment (EA) for a non-capacity amendment to the license for the Swan Lake North Pumped Storage Hydroelectric Project (No. 13318), located about 11 miles northeast of Klamath Falls in Klamath County, Oregon. The applicant, Swan Lake North Hydro LLC, proposes to replace three 131.1 MW turbine units with two 182.4 MW units, modify the powerhouse location and size, reduce spillways, bury surface-mounted penstocks, realign part of the transmission line, and make other structural changes. The project occupies federal land administered by BLM and the Bureau of Reclamation. FERC staff plans to issue the EA by September 12, 2025, followed by a 30-day comment period.12
