The NRC issued a final Environmental Assessment and Finding of No Significant Impact for a proposed amendment to Possession Only License DPR-73 for Three Mile Island Nuclear Station, Unit 2, in Dauphin County, Pennsylvania. The applicant, TMI-2Solutions, LLC, requested the amendment to authorize Phase 2 major decommissioning activities, including physical demolition of buildings eligible for the National Register of Historic Places. The NRC evaluated impacts across 13 resource areas and concluded no significant impact to the human environment. Adverse effects to the TMI-2 Historic District are unavoidable but will be mitigated under a Programmatic Agreement developed through Section 106 consultation. The no-action alternative was rejected as infeasible because radioactive contamination requires removal of all structures.1
