FERC has issued a Draft General Conformity Determination (GCD) Reevaluation for the Northeast Supply Enhancement Project (dockets CP17-101 and CP20-49), which involves 10.2 miles of 42-inch pipeline loop in Lancaster County, PA; 3.4 miles of 26-inch loop in Middlesex County, NJ; 23.5 miles of 26-inch onshore and offshore loop across Middlesex and Monmouth Counties, NJ and Queens and Richmond Counties, NY; compressor station modifications in Chester County, PA; and a new compressor station in Somerset County, NJ. Construction emissions of nitrogen oxides and volatile organic compounds are projected to exceed General Conformity applicability thresholds in the NJ-NY-CT Interstate Air Quality Control Region and would be offset through purchase of emission reduction credits. The 30-day comment period closes July 24, 2025.12
