EPA has published a final risk evaluation under TSCA for tris(2-chloroethyl) phosphate (TCEP), a chlorinated phosphate ester used primarily as a flame retardant and plasticizer in aerospace products and coatings. Based on the weight of scientific evidence, EPA determined TCEP poses unreasonable risk to human health from cancer and non-cancer effects in workers, consumers, and the general population, and to the environment through mortality to aquatic species. Ten conditions of use spanning import, processing, industrial, commercial, and consumer uses were identified as significantly contributing to that risk. EPA must now initiate risk management rulemaking under TSCA section 6(a).12
