This is not a NEPA document. The Federal Register notice (Docket No. NHTSA-2024-0037) is a Notice of Availability transmitting revised minimum performance measures that State Highway Safety Offices must use in their triennial Highway Safety Plans. NHTSA, in consultation with the Governor's Highway Safety Association, conducted the first comprehensive update of these measures since 2008, establishing a three-tier framework of universal core, strategic core, and state-developed performance measures. The new framework applies beginning with the triennial Highway Safety Plan due July 1, 2026, covering fiscal years 2027 through 2029. No environmental review is involved.12
